The regulation sets the bar; the standard tells you how the bar is measured. As CEN describes EN 13141-7, \u201cThis document specifies the laboratory test methods and test requirements for the testing of aerodynamic, thermal, acoustic and electrical performance characteristics of ducted mechanical supply and exhaust residential ventilation units.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Edition note:<\/em> the 2021 edition was withdrawn on 15 December 2025 and superseded by EN 13141-7:2021+A1:2025, which is the version valid from that date. That is exactly the kind of change that trips up a documentation file \u2014 a test report issued against a now-withdrawn edition does not automatically satisfy a requirement to test against the current one. Check which edition a report was issued to, and re-test when the edition changes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What EN 13141-7 measures<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Because the standard\u2019s four named categories \u2014 aerodynamic, thermal, acoustic and electrical \u2014 map directly onto the numbers a specifier cares about, it is worth separating them:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Aerodynamic performance<\/strong> \u2014 airflow delivered against system pressure. This is the measurement that reveals whether a catalogue \u201cfree air\u201d figure survives contact with real ductwork and filters.<\/li>\n<li><strong>Thermal performance<\/strong> \u2014 how much of the heat in the exhaust stream is transferred to the incoming supply air, and the temperature relationships between the two airstreams.<\/li>\n<li><strong>Acoustic performance<\/strong> \u2014 sound power or sound pressure produced by the unit at stated operating conditions. This governs whether the system is quiet enough to run continuously in a dwelling.<\/li>\n<li><strong>Electrical performance<\/strong> \u2014 power consumed at the tested operating point. This is the input for the energy metrics the ecodesign regulation applies, which differ by product category: residential ventilation units are assessed on specific energy consumption, while non-residential units are assessed on specific fan power plus heat recovery efficiency. Do not assume a metric from one category applies to the other.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Note the phrase \u201cducted mechanical supply and exhaust residential ventilation units\u201d in the standard\u2019s scope. A standalone wall-mounted unit that is not part of a ducted supply-and-exhaust system is a different product category and may be covered by a different part of the EN 13141 series. Confirm which part applies to the exact product before assuming a test report answers the right question.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the ecodesign regulation adds<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The regulation turns the measured values into market-entry conditions. It sets performance thresholds a ventilation unit must meet, defines how certain parameters are to be calculated, and requires that the manufacturer or importer prepare and hold technical documentation and issue a declaration of conformity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two practical consequences follow. First, the ecodesign obligation sits with whoever places the unit on the EU market \u2014 which for an importer or private-label buyer may not be the factory that built it. Second, the declaration of conformity and the supporting technical file are the evidence. A performance claim without documentation is not compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Because the regulation has been amended since it was adopted, always work from the consolidated version in force and check the current applicable dates rather than relying on a number quoted in a second-hand source. The consolidated text is published on EUR-Lex.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The UK is a separate regime<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ventilation units placed on the UK market are not covered by the EU regulation. Per UK Government guidance, \u201cIn Great Britain and Northern Ireland, the Ecodesign for Energy-Related Products Regulations 2010 (as amended) are the underpinning legislation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means an EU declaration of conformity does not automatically satisfy the UK requirement, and Great Britain and Northern Ireland have not moved in lockstep on every point. A unit destined for the UK needs its own documentation trail against the UK regulations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Which standards matter beyond the EU<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Different markets answer the performance question with different instruments. They are not interchangeable, and a figure taken from one cannot be presented as if it came from another.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What to ask a supplier for<\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>The declaration of conformity<\/strong> for the specific model and the market it is intended for \u2014 and confirmation of which legal instrument it is issued against.<\/li>\n<li><strong>The test report and the standard it was tested to<\/strong>, including the part of the EN 13141 series and the edition year, with the tested operating point.<\/li>\n<li><strong>Performance values at realistic operating conditions<\/strong>, not only free-air maximums \u2014 airflow versus static pressure, sound level, and power input.<\/li>\n<li><strong>Confirmation of who holds the ecodesign obligation<\/strong> in your supply arrangement if you are importing or applying your own label.<\/li>\n<li><strong>The technical documentation file<\/strong>, or written confirmation that it exists and is retained, since that is what an authority would request.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently asked questions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Is EN 13141-7 mandatory?<\/strong><br>No. It is a harmonised test standard, not legislation. It becomes relevant because the ecodesign regulation requires performance to be determined, and because a harmonised standard is the conventional route to demonstrating that. The legal obligation comes from the regulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Does CE marking mean the unit complies with the ventilation ecodesign requirements?<\/strong><br>Do not treat these as the same claim. The ecodesign requirements are one specific body of obligations among others that may apply to a product placed on the EU market. Confirm the scope of the declaration of conformity you are given rather than assuming CE marking alone settles the question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Can a supplier self-declare?<\/strong><br>Ecodesign conformity is generally documented through a declaration of conformity backed by technical documentation rather than through third-party certification, so self-declaration against the correct evidence trail is normal \u2014 but the documentation still has to exist and be accurate. Third-party testing is what makes the underlying performance values credible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>My unit isn\u2019t ducted. Does EN 13141-7 apply?<\/strong><br>The standard\u2019s scope is ducted mechanical supply and exhaust residential ventilation units. A non-ducted product falls outside that scope. Check the applicable part of the EN 13141 series for your product type.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Implications for product selection<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For a distributor or importer, the practical filter is documentation, not marketing. A unit that can be sold into the EU is one whose manufacturer holds a current technical file, can name the standard and edition its performance was measured to, and can show performance at the duty points you actually need.
